Talks to Form New Gov’t Blighted in Brcko – BalkanInsight

After two rather successful rounds of multilateral negotiations, talks between all of BiH’s major political parties on the formation of the Council of Ministers seem to have collapsed after a compromise plan proposed by RS’s leading SNSD was rejected. The first two all-party meetings, in Mostar and Sarajevo, resulted in significant progress on several issues, including the status of state property and plans for a national census. Neither meeting saw progress on the Council of Ministers deadlock, but all parties came away optimistic. Last week’s summit in Brcko, however, failed after the Federation’s SDP rejected a plan for council formation put forward by the SNSD. None of the other pressing issues were taken up, and no follow-up meeting was scheduled.
