In an analysis at New Eastern Europe, Ivan Pepić of the University of Geneva finds that the High Representative’s binding decisions exceed the scope of the position’s legal authority and that Christian Schmidt was not legitimately appointed to the position. He writes that “the time has come to end foreign governance through the Bonn Powers.”
